Major components of local government expenditure compared across German territorial states
The exploratory study draws on the finding that municipal expenditures in the areas of General Administration and Social Services are especially high in North Rhine-Westphalia. Against the backdrop of the ongoing financial problems of many North Rhine-Westphalian cities, municipalities and counties, it is crucial to identify the causes of this high spending in order to create a basis for the structural rehabilitation of municipal finances. The short study examines the affected municipal tasks in a comparison of the thirteen German territorial states. This bird's-eye view allows to highlight structural similarities and differences clear and to address the nationwide political side of the municipal social spending.
In the synopsis a complex mix of causes for the emergence and development of high and above average spending is revealed. It relates mainly to local social services. In order to provide these services of high quality also in fiscally restrictive times, in-depth investigations and reforms at all levels are necessary. Here, the study gives differentiated, addressee-specific hints.
