Introduction of a water withdrawal fee in North Rhine-Westphalia

Between 1996 and 1997, the Institute for Public Economics at the University of Cologne (FiFo) conducted a study on behalf of the North Rhine-Westphalia state government about the possibilities of introducing various environmental taxes (see study: Environmental taxes in North Rhine-Westphalia); a parallel study was presented by the Öko-Institut and a legal opinion by Prof. Jarass. At that time the introduction of a groundwater extraction charge was investigated among other elements. Simultaneously, additional attempts were made to qualitatively protect the groundwater from agricultural pollutants by an additional levy.


Since 2002 the country was reconsidering the introduction of a water withdrawal charge, this time not limited to groundwater. In 2002, the FiFo was asked to examine the eligible design options and their conformity with German and European developments which have emerged in the field of water supply and water management. Furthermore a broad overview of the tax plans and models associated with the supply and load effects. Additionally.  the management experiences inother states were taken into account.
